yes and no. Illya isn't like a normal human so she doesn't age in the same manner as Shirou until after the Grail War when the magics in her body adjust to make her more or less normal. She is older chronologically, but as she retains the mindset and body of a 10-12 year old girl both she and Shirou consider her to be the younger sibling. It causes a lot fewer problems that way too.
