Sure. When I first started I had basic knowledge on photoshop, so I had to watch a few tutorials on how to get the rotoscoping technique down pat.
So it really helps to have some knowledge of the software. If you don't already own these programs, it may be a bit of a bugger paying for them (CS3 alone costs over $300).
If you really intend to make a video with rotoscoping, I suggest you get started ASAP. It takes a lot of dedication.

Photoshop CS3 Extended is used for rotoscoping. The video file you want to use must first be converted to a quicktime file so you can edit frame by frame. When you import the video, you must click the Window dropdown box, then Animation. The bar that will apear will allow you to edit each frame individually.
