Nope, these girls are from danmaku shooter series TOUHOU. In short, they're characters of a game.

Is there a story to the games? The answer is yes. All of the characters besides the witch are bosses (including purple hair Patchouli). The witch (Marisa) is playable. They all become friends (more or less) after the game is over.

Story to this (fanmade) video? Patchouli is asthmatic and tends to lock herself in the library for years at a time. Marisa wants her to get outside and have fun for once. For whatever reason, they don't want her to come in and see Patchy, so she breaks in anyway ^_^

Of course, Patchy doesn't even factor into IN. Neither does the rest of the SDM for that matter (minus Sakuya and Remi), therefore I don't really think IN matters in terms of this video. Marisa being a boss has nothing at all to do with Patchouli.

The thing with Patchy is that she's sort of specialized. Yes, she has super-awesome magic, but she's physically weak, and has asthma, which prevents her from chanting the longer spells(including one which, ironically, would cure her of said affliction).

I've seen it translated before... I couldn't tell you the entire exchange, but I recall Sakuya saying something along the lines of not wanting to do this and try to keep the two apart, but it was her mistress's orders. And Marisa pretty much says that she'll force her way through. Of course, that's all paraphrasing.
