Absolutely yes. Everyone wets everyone and has a ball and invariably they chuck a bucket of water over your head with a smile on their faces. As long as you are decent and respectful and have a laugh they will happily let you join in. Chiang Mai definitely rocks for Songkran with the moat around the old city. Had the best best time laughing my head off. Highly recommended :)

Brilliant video. I was there three weeks ago for my first Songkran and have never been wetter in all my life!
