On the contrary, the carbon credit trading sceme is an economic strategy to attemp to contain the amount of carbon that is induced into the atmosphere. Many people devote their entire working lives to help limit these emissions. European countries are the leaders of the pack.

For the non-economic, this means we could have 'saved' the same amount of CO2 by buying them from the Euros for a measly $290K instead of wasting $3 BILLION, OR 10,353 TIMES AS MUCH MONEY!
Most people don't keep their car for 10 YEARS. The CO2 savings is over the full term of using the car, not all up front. So if they buy a car at only six years instead of keeping it for TEN, then total saved CO2 is either zero or into negative territory.
Obviously, the environment was just used to cloak the whole attempt to boost car sales for the sake of the govt motors/unions. This is further suggested by the fact that Ford had some trucks excluded.

(if it was done at all) That way, you could at least claim that you're removing excess inventory from American dealerships, which in turn means that you can fire up the US automakers production plants again. There is no such thing as a 'free market'. There is such a thing as a market that is free of rules, Somalia is a good example of this.
I wouldn't consider building public infrastructure as short term. A bridge build by government funding will pay dividends for at least half a century.
