I don't think NYC necessarily fell off. I think it's more that rap has expanded beyond NYC because every region now has more of their own rappers to spend their money on. In 1993 for example spending was concentrated on NYC and some west coast. But through the 90's the midwest and south started coming up. Nowdays if you live in the south and only want to listen to southern rappers all day you can simply because there are more of them. Same with midwest rap.
Another thing I think affects NY is that lyricism peaked in the late 90's according to many. From the 80's to 90's NY rappers brought alot of lyrical innovations that made them stand out. Well today it's difficult for any rapper to do something lyrically that hasn't already been done. This keeps many new rappers from NY from standing out like they did in the 80's and 90's.

Ok Hip Hop isn't just rap. Rap has many influences like Dancehall Reggae.
But it is true that dance styles like Locking,Poppin & Bay Area Strutting did start on the west coast and became a part of Hip Hop.
