No it's not.

I work with photoshop alot, and I can tell that she uses the burn tool to darken some parts, but it's not all photoshopped. I can tell she uses Kyrolan and the products she says she uses.

You can still photoshop the colors to make the shape more defined..

I don't think you've ever used Kyrolan.. They're used wet, hence the fact that they're very pigmented. You can also do this with a mixing medium and a pigment, or using a normal eyeshadow wet. Another alternate would be to use a small stiff brush, it's not hard.
