It essentially a steelpan inverted. Part of the tone is becasue of the round closed in nature of it's resonator. Also hitting it with hands makes a big difference on softness of the sound.

It's like an inverted steel drum... little depressions are made in the metal that result in different notes when struck.

I've known the name before, but I had to look it up again. This is how to do it yourself:

search wikipedia for something similar, e.g. "steel drum".

Under the section "See also" the first instrument listed i the hang drum. Click it and voila, you've got it.
