Last week the White House announced that that was the case--there would be a permanent occupation force in Iraq.

Under the presidential directive, Bush can activate the $385 million contingency contract with KBR (awarded in January 2006) for the construction of concentration camps for mass detentions.
These would be in addition to the existing FEMA detention camps.
