The BMW simply swerved and avoided him, no fuss.
If you pause at 2:14 notice the black figure on the left at the skyline. Than at 3:49 where they claim the BMW "Broke Down" its there again. He got away!

This video is like 10 years old, it came up back in M3 forums years ago. This kid never got caught, as some of the guys mentioned below they use the frame from 2.15 back toward the end of the clip again to simulate that they caught him. He got away!!!

I think you are correct. It looks like they re-used a few frames at 2:14 when they "apprehend" the BMW at 3:51 Check the black rectangle shape on the extreme left edge of the screen. No need for editing if actually caught the guy.

15 year old learned that BMW>Police vehicles in terms of speed and handling. Even a child with a proper car can give a police veteran a tough time in their shitty Camaros, Crown Victories, or w/e garbage they are driving. They are lucky he was driving a E36 BMW. If this was a E92, they would have to call in a chopper to keep up.
