The Merovingian is the leader exile surrounded by other exiles in a "forgotten" part of The Matrix not supervised by The Machines.

In there, he's practically allmighty and he can change programs.

Fighting the werewolves is a game for The Merovingian, the werewolves are much stonger than "regular" agents.

Some of The One's predecessors probably didn't survive the werewolves.

@Mississauga905Boy First off, the door switches location upon closure so it's a necessity to get through it during that window. If number 1 would have phased through while it was closing, number 2 would have been left in the mountains, leaving them down one man.

And if you watch Revolutions, the indian guy explains that the programs don't truly feel emotion other than on a shallow level, so it may not have been very anguishing for him to have taken the shots.
