Now hold on a minute.. this bill is not being opposed by breeders only, it is ridiculous! Spay and neuter your pet in 4 months?! Not every unspayed and unneutered dog runs off and mates. People need to control their animals. Neutering a dog before the age of one puts it at increased risk of bone cancer. This bill will cause health problems in people's pets. I say NO
