The Blue Dogs are actually trying to balance the budget (you know, stop borrowing from China) while the left wants to spend it all on welfare and the right wants to spend it all on more pointless wars. JFK instituted that cut, rather than an increase, to stimulate a rise in production needed to thwart Kruschev's attempt to destabilize the US economy, which would've resulted in the US collapse. Cuts are solid economic concepts that actually increase production/national wealth.
