People who are rich lose incentive to work when they feel they have enough money and the costs of more work outweigh the profits of more work. If you increase the taxes, the level of work productivity will just go down. Similarly Charlie probably doesn't know this either, and wants to keep taxes on higher incomes low because of the voting populous in his area. Goes to show that lawyers and people yelling on their high horse and getting 15 mins of fame shouldn't be in charge of the economy.
I would bet that no one in that room knows that the "1%" as the occupiers call them pay over 1/3 of the tax bill every year, yet 50% of working Americans pay nothing. It's very easy for a lower income person like this man is to try and free ride the system by asking the rich to pay more when they all ready pay disproportionally more than the rest of the population. He clearly doesn't have a grasp of how volatile the Elasticity of the Supply of Labor is and what a higher tax rate could do.
