You ignore the context of the verse. At that time, Arabia was war driven, women outnumbered men alot. Above this, polgyny was strongly practiced, with men having upto 10-15 wives as a norm.
The Quran is actually the only religious scripture in the world that tells you to MARRY ONE woman, but based on circumstances allows upto four, only if you can treat them equally.

It is extremely difficult to treat two wives equally, and that's why allah warns men if they know they can't they are forbiden to marry more then one wife. Also permission must be taken from his wife before he adds any more to the relationship. Also During the time the quran was being sent, many men were at war and many men died. I also support drugs and some drugs are obviously illegal, so if a guy got high he could go to prison and even though he does or at least should have the right to do that, it seems like the law does not recognize it.
