I wouldn't say that's true at all. Without a beat you can pretty much make any line as long as you want. When you force lines into a beat it makes you have to keep the words on point, which makes writtens a bit harder. However the impact of a good punchline is better with a beat, I think.
The only reasons he didn't come hard on the World Rap Championships two on two's was because it was a'capella, and because he was doing a two bar scheme.. opposed to all the other teams doing four bars.
Nemisis was ok, but Presence fucking killed it. I'm now convinced that Presence only comes hard in front of a beat. Without one, his punchlines are pretty lame. But when he's on point, he'll kill anyone.

Amount of bars have SHIT to do with how ill you come....accapella, it's much harder to spit hot bar after bar.
