Actually this didn't happen at all. The Carters and the Clintons had met up earlier before they met up with the Bushes. Carter had a conversation with Sec'y of state Clinton. He explained it all on Larry King. He says all 5 presidents are very amicable.

They actually are not on friendly terms, dating back to 1980 when insiders say Carter's defeat cost Clinton the Arkansas governorship-or so Bubba believes. Additionally, sources say Clinton resented Carter's "freelance diplomacy" during the 90s, and Carter was also very vocal about his criticism of the Clintons during the Lewinsky scandal.
