I'm not sure if it works with garter snakes too but in corn snakes the female's have a much thinner tail that looks very whiplike, while the males have a tail that's thicker for most of the length behind the vent.

You can find out what gender the snake is by the underside. if it's light, sorda white or white than its a male. If its dark blue its female. And I have a small terrarium i found in my Grandparents Shed and i am now keeping a live gardener snake in it. What do i feed the snake? Mice,worms,bugs or human food?

Nice looking setup and you can tell males from females by the length of the tail,males have much longer tails that taper off more gradually to a very fine point,females have much shorter,fatter tails.Males are also alot smaller and slender than females.Females can grow almost double in length and girth.Judging by what I can see of the tail in this vid I'd say you've got yourself a male ;)
