Hey, it might have something to do with your refresh rate of the screen, or with vsync.
I turned on vsync on CS:S just now and got that graphic glitch. I also had a problem that my monitor thought it could do 75hz at one point, and as vsync caps your fps to a certain value I guess that's relevant. Good luck.
I think mine worked as I set mat_aaquality or mat_antialias to 0. Can't remember, I had lotsa problems in many games as I got Crossfire there and had a lot of problems including driver problems, etc.
@Riiya932 It's weird because I'll launch the game and sometimes it doesn't do it, other times it does. I've tried new drivers and a different graphics card and the same issue happens so I know its not the card. Happens on all maps too. I have validated all tf2 files, de fragmented my game cache, reinstalled steam, reinstalled windows and its still freaking happening. For now I'm just playing skyrim which isn't a problem with me at all cause that game is the bees knees. :)

I don't think it has something to do with Steam; Try setting your 3D application settings in CCC settings to low (CCC-inbuild AA-settings, maybe disabling anything in Catalyst A.I.), might fix it (or not huehue).
I'd really want to help you as I don't get that same problem anymore, but I really can't remember what I did that caused it to be fixed, as I had to change so much stuff with anything PC-related. :C
