ya know... its possible without cheating too. Grab a wing cap, do a triple jump right beside koopa the quick PRECISELY when you hit the ground. Ground pound into the cannon and launch yourself to the other one, then to the top of the mountain. grab the flag without touching the ground, slide down the flag, and presto! He'll ask you if you want to race. Select "Go" and you'll automatically win. The hard thing about it is that your wing cap time is limited :p Try it out yourself or cheat... loser

It's not possible with the wingcap and cannons. Koopa will tell you that you're a cheater when he reaches the top. I think the fastest way without cheating is to warp from the flower field to the other one and then to warp from the hole where the bowls come out to the higher one.
