At 9:00 what's required is to look at everything that runs into Texas, like power, food, goods, etc, and figure out how Texas can manage without them if there is resistance from the federal govt to Texas independence.

Most surely the federal govt will object. It would then cut the power lines running into Texas, as well as any water or gas lines. Texas has to figure out what things it's dependent on externally, and replace it with internal goods and services.
