Flood defenses for poorer regions are needed- we can debate climate change control forever, but the immediate crisis which floods bring to many nations only costs more in humanitarian costs like aid for survivors and re-housing people who have lost everything.

Taxes should be used to pay for better drainage systems across the World where people are suffering the most from devastating floods.

Fact: Carbon Dioxide is a heavy gas. Much heavier than air, so I have to ask how does this Carbon Dioxide get up into the atmosphere to cause the greenhouse effect?

In the lower atmosphere (roughly the first 80km), molecular weight has little effect on stratification because turbulence ensures a thorough mix.

But in truth the question is largely irrelevant, since global warming is caused by the absorption of infra-red radiation (for example by water vapour and CO2). Where these gases concentrate in the atmosphere is unimportant, since the gases that do not absorb at this wavelength (for example: Nitrogen, Oxygen) allow it to pass freely.
