This is Niel Hannon singing. I'm absolutely positive. I also though Yann Tiersen only did instrumentals. So it's probably a compilation of the two as the poster suggested

It's actually some guy called Christian Quermalet, who sang the song in a live performance that can be found elsewhere on youtube.
Neil Hannon does sing on the album version, and I believe also wrote the lyrics. Hope this helps.
