Those lures you have there are pretty much how metal jigs and spoons came to be. Plus, I think when they were first made someone was probably drunk and thought he could catch a fish with a tablespoon.
@HunterFisher00 just a drill with a metal bit: its hard enough to drill stainless but if you take your time and keep the bit cool you should be ok. only cought macerel on them.
Years back I also made a spoon lure out of the "mouthpiece" part of a spoon. I put a lil' red paint around the outside of it and some in the middle. Anyways it worked well and caught a number of pike on it. The best part about it, is that it wobbled like crazy.
They are called split rings, we got them in the local tackle shop, they are about 8mm ones. there are loads of shops on ebay that sell them. hope that helps you, thanks for the sub :-)

How effective are they?... I love making my own lures, but most of them turn out to be too shitty and I get nothing out of them =P
