All pretty standard driving in China. I spend a month there every year and it only gets worse each trip. Police, ambulance and fire engines have flashing lights on all the time. If they are going to a "call" then they'll use a siren too, but they are neither given any priority on the roads, nor do they seem to try to push it ever. If you have a heart attack, in a fire or a car crash then basically you are dead, do NOT wait for the emergency services to amble along in 2 hours.
