According to that link, it would not use its battery if it goes over 33mph and if the catylic convertor got hot - which apparnetly happens a lot.

I mean, the battery wasn't charged a third of the time. this meant it had to use its gas engine.

I bet that since the battery wasn't changed a third of the time that having to use gas reduced their mileage. I also suspect that the prius wasn't made to be a full plugin, ratheri t's a hybrid. This means greater weight and more parts.
