My guess is you are using a magnet on glass to move the ghost in the window. The lighting shows a shadow of the ghost on the backdrop that appears to look like a drape. I figure the drape is sandwiched between the front pane of glass that the ghost is in front of and the back pane which is opaque to hide the movement magnet. Now one question is. are you using a plotter to control the random movement or is this human driven? I am guessing there is a person doing the movement.

He probably just used a motor on a timer switch set to randomly stop the device from moving for short intervals.
