's,t' hits harder than 's,s'. Grab whoring is fine for S2. TB usage in S1 would have been fine. More so with CWB for the glitch extra damage.

S1 - I prefer 's,t' to 's,s' for superior damage. t1 of GoWII is equal to t0 (Plume) so long as the latter doesn't hit twice (GoWII property for t0 and t3) and t1 lands twice (in GoW1 it hit for the power of two plumes and T was almost as strong). You can afford to soften him up with TB a bit. I rather like using CWB for super damage in this stage (glitch), but you need lvl3 and getting it before this point isn't easy or fun.
S2 - Grab whoring.
