What he means is that you push to the sides instead of pushing behind and you push through the heel so the skate carves a bit and snaps back (recovery) by skating on your outside edges instead of using muscles to lift the leg to get the recovery movement.

Everything he says is so true:
1) Practice skating on one skate to skate on the centre of the skate
2) Push off and finish from your heel
Both of these make you go so much faster and skating is so relaxed and easy this way.
