so your telling me that those are flares haha if they were they would be falling towards the earth but in the video they are always at a constant level of altitude thus they are not flare unless they have anti gravity generators on them

It was just balloons at a high enough altitude to reflect the sunlight before the sun went far enough west. That happens a lot in Arizona. Sorry to burst anyones hopes of proof of UFO's but those things "blinked out" as the sun went too far west to reflect off them.
If they were doing what you say do you have any idea how high they would have to be? So let's say they are balloons, are they manned or controlled somehow? Because how do you account for their independent maneuvering? If they are unmanned and blowing with the air currents why don't they all move the same way? Why do two of them get close and the other two remain stationary?

well these Phoenix lights here in 2008 a man admitted that it was a hoax but the lights in 1997 are not flares i know that.
