Truth - Really want people to use bicycles? Off-road trails beside roads ,not recreation trails that go nowhere, trails that take people to work, school, shopping and back home.
Minnapolis has lots of recreation trails, but the trails that are packed go to stores, work and schools...
High volume bicycle trails last much longer than same volume motor traffic roads.
Build a very usable trail and watch.
