That's usually pretty transparent. Most people ahve a hard time NOT being deceptive. This means that you can often count on the opposite. If I'm looking at a really quick bet, then I might expect a weak hand. The important things aren't general tells like that, but patterns over time. I'll pay attention to how a person bets, and apply that to the hand they show down or how they react to my betting and raising. After a while you can get a sense of how an opponent plays.

Delaying the same DOES work well -- in combination with betting same AMOUNT for draws, medium made hands, or the nuts.
Delaying (esp. even b4 FOLDING!) works really well at SPEED (including MTTs) because typically you "slow down" the momentum of the maniacs, and even sharks/nits will unconsciously be frustrated with you, and soon THEY will bet faster. :) Then if you wait a LONG time then smooth-call, their next bet is almost certainly FAST=strength, SLOW=frustrated their bluff was called ^_^

Besides most 9 handed games take so long to get to you, your basic decision should already be made (if folding to a bet, or check raising, and even what you are doing for varying bet amounts (call if he bets 50 but fold if he bets 100)) it makes no sense to not act as quickly as you can.
