The 2 pins are what conducts the electricity, so it makes sense that anyone holding someone whos bein tazered doesnt get shocked. the electricity goes into the body through 1 pin and straight out through the other. however with an electrified surface this is different, the current will take the shotest route to earth, the cat would probably not get shocked at all unless hes earthed. Theirs aren't so bad, but his friend presumably had a flashback while driving, saw something he didn't like it, swerved, hit the oncoming traffic and ended up in hospital for several weeks. It may not kill directly but if you take it it's in your system for life and randomly pops up, with good or horrific trips.
