If anyone is interested, that bridge is just on the outskirts of Niagara Falls. If you keep going down that road it will take you right down lundy's lane and down to the falls itself (about 20 minutes down the road).
i actually live about 15 minutes from this bridge and remember it being closed for quite some time back in 2001, but never new there was any footage of it.
all bridges are pretty much automated and/or controlled centrally now to my knowledge.
Holly ... this is one of the worst things that I've seen regarding a maritime accident. I sure hope no one was killed? and that they were able to rebuild this ship.

It's the bridge operator's fault. Of course, he is miles away, watching the ship pass underneath on a video camera. He sees the ship more than halfway through and began lowering the bridge too soon.
