  • I would've said "turn around and put your hands behind your back." And if I see him walking towards the patrol car, I'd say "Sir, hands on the car". And if he doesn't do it, I'd pull out the taser and say "Hands on the car!" And if he still doesn't do it or put his hands behind his back, I'd say "Hands on the car or behind your back or I'll tase you". And if he walks away or doesn't do what I ask, then I'd zap him. And if he continues asking why I'm arresting him, I'd say "we've been over this".

  • As much as I don't like police officers, which is as much as any of you, this guy was wrong. Jared refused to sign the ticket.

    So who was wrong? Well, I probably would've addressed this differently that the patrolman in the clip. I've would've said "Sir, I'm not gonna ask you again. If you do not sign the ticket, I'm going to place you under arrest". And if he still refuses, then I'd tell him "Step out of the vehicle".

  • I'm a law enforcement officer and although the man didn't sign the ticker this officer used excessive force for the purpose of his own entertainment. We are taught to learn behaviors and facial expressions etc. and in this case I'm sorry but this officer was indeed out of line. I'm sure the union and department protected him left and right but they probably shouldn't of. He did everything by the book until he refused to read him his rights. That right their in court would not hold up.

  • Intrestingly this tool sued Utah, and got a settlement of 40K - which his lawyer calculated to be less than the cost the city would expend defending themselves of the suit, even though they were innocent.

    Our system was screwed up. There needs to be a clause on your license agreement - refusing to sign a ticket is automatic jail (that part is already there) AND waives the right to sue the municipality for the use of reasonable force and evices currently approved by law.

    Situation nullifed.

  • It's on the written driving test, for god's sake. Signing a ticket is not an admission of guilt - it's your guarantee that you will appear in traffic court. Refusing to sign a traffic ticket requires your arrest, and transport to jail, to await trial.

    I agree to a point. This was a case of a power hungry law enforcement officer that failed to be couertious and respectful of the drivers rights.At least in my state they tell you that signing the ticket is not an admission or denial of guilt. You do not have to sign the ticket.

  • @kcam04 The taster was pulled before the civilian had his hand in his pocket. Watch closely. This was pre-meditated on the officers end. His tone completely changed when the other officer arrived on scene, and the description of incident was skewed when giving the other officer the play by play. I am all for compliance with LEO, but I am also for the phrase "Protect and Serve". The officer should have never turned his back to the driver, and should have sat the driver on his hood to talk.

  • I don't think the driver having his hand in his pocket influenced the officer to taze him, because the officer already had his mind set. However, I would have found the taze much more justifiable for him being more of a threat to the officer's safety. No weapon was brandished, and the driver was in slow retreat. Premeditated tazing is just a case of "Don't Taze Me Bro". It could have been worked out with less force, or more verbal commands. My .02. I do see your point though @kcam04

There are many fine officers who risk there lives everyday for this country. They deserve respect for the stressful job they do. Lord knows how hard it is to work this job.   • OK, as someone who has had many run-ins with cops during my youth, I shall dispense a bit of wisdom. 1. If a cop tells you to put your hands on your head, YOU DO IT! No amount of talking nor action is going to make him say "Oh ok, then cancel that last order and lets talk". It's never happened, it's never going to happen. Let him/her cuff you and go from there. 2. When you get a ticket, your technically signing your own bail, until its time to go to court. If you don't sign, you go to jail.

  • @deanernet Actually, that depends on what state your from. In New Jersey, where I currently reside, the minimum requirement in order to become a cop is to be a high school graduate. In New york, you just need fifteen some odd credits and your good to go as far as meeting their requirements. Evidently, If these are the requirements for New york and New Jersey I'm sure the same could be said about the rest of the 48 states of America.

Really you do not have to sign anything, they can state that you refused to sign, however some people believe that is an admission of guilt if you sign but it is not it really acts as notice that you are aware of what you need to do in order to take care of the ticket.

Victim says i'm serious just wondering. Cop then gives a heavy sigh and still didnt tell him. It wasnt until the cop came back with the ticket and victims had a while to reflect on the fact that the pig started pulling them over before they passed the said speed limit sign that he had the "take charge attitude"

This Cop on this paticular day just wasnt one bit helpful which probably had something to do with the fact it was a bogus ticket.

  • This is a no brainer. Listen to the cop in the process of a traffic stop. The officer did not issue an unlawful order. The man refused to sign the ticket so the officer was going to arrest him. That is the process people. Resisting arrest = taser shot. Good job officer.

Civilian won $40K from the state for medical damages from the taser & an apology letter from the P.D. The Utah man is NOT required to sign the document, nor is he required to step outside of his vehicle during detainment. Even though civilians are NOT to be moved around during detention, cops often try to do this (which elevates matters into an arrest).

He was just coming up to the 40 mph zone on the camera when the cop pulled him over for doing 65, claiming that he passed a sign earlier which was most likely a "speed zone ahead" sign. Then he gets pissed when the guy won't sign the fucking ticket and give him the easy tally mark on his quota that he was obviously looking for. For fucks sake he was BEHIND the cop!

  • Not signing the ticket doesn't give him the right to cause the driver harm. The fact that the driver did not do what was asked of him by the officer after he was out of the vehicle gave the officer the right to taser him for failure to comply with a law enforcement official.

    5. Yes, he may have tasered him too closely to the roadway but its not like the officer could have said "Sir, I'm going to taser you so I'm going to need you to step away from the roadway." Let's use a little common sense here.

    1. If a driver refuses to sign a ticket it is the officer's duty to arrest that person, which is what he was doing by taking him out of the car

    2. Signing a ticket is NOT an admission of guilt. By signing the ticket you are signing a contract that says you will appear in court for the issued citation.

    3. When the suspect failed to comply with the officer and began to walk back to his vehicle the officer had every right to taser him for failure to cooperate.

  • This guy was tased due to non compliance, if he would have just listened to the cop that wouldnt have happened. When a cop tells you to do something YOU DO IT.

When he was first pulled over he wouldnt give the cop his license and registration like he was asked to, and not only that the cop clearly told him to put his hands behind is back multiple times and the guy just kept walking away and being a fucking retard, he obviously had this coming to him anyone who thinks otherwise is a fucking tool

  • Well here in Australia, the first thing that the Police officer does is state his or her reason for pulling you over (ie random breath test, speeding, vehicle defect, etc.)

    Despite our cops not being liked a whole lot, at least they don't treat their job as a big ego massage and go beating their chests at any opportunity. We can put up with a lot of shit, but nothing like this. We have better checks in place so that if this ever happened, the officer would be marched out and possibly charged.

  • Why did he deserve it? He was asking why he got pulled over and what speed he was doing. Signing the ticket admits guilt yet he wasn't told what he was guilty of.

    "you were driving too fast" is not a reason to get a ticket.

    If I was pulled over, I'd want to know why immediately.

  • Tasers are effective but misused in many cases. There were initially intended to be deployed in a potentially life threatening situation where a firearm might be over kill. It was an alternative to having wrongful deaths involving officers using a firearm.

    Now used because you did not comply with the officer's command. They seem to be deploying tasers quicker then they would a baton. Overkill!

  • The traffic ticket contains an actual notice to you of a pending court date at which you must appear. By signing the ticket, you are providing an acknowledgment of receipt of the "notice to appear." Since the officer is charging you with a violation of law, he could take you into custody. By signing the traffic ticket, you avoid being taken into custody at that time, and are "released on your own recognizance" pending the court date. It is better to sign the traffic ticket or be an idiot.
