Whats really happening is that , theres a little latch by the len assembly. If that latch is defective or stuck, it wont bring the lens back to its original state when u insert a UMD

Wow I can't believe this actually worked. I was playing vice city stories the other day and had no problem with it. The next morning I took the game out and I tried putting it back in the psp later that night and it would not read it or any other umds I put in. It made strange loud noises and would not work. All I did here was slide that thing that they were talking about without touching the laser to the right and then back to the left. I put vice city stories back in and it actually worked!!!!
