Look up HR3962 IH and you can read it for yourself. Mattera takes it out of context; actually Mattera's flat out disingenous. Funding is provided for the rehabilitation of incarcerated or soon to be incarcerated offenders. The merits of rehabilitation are debatable. However, there are no provisions to merely hand over cash to perpetrators of child sexual abuse. Mattera brings nothing substantive to the health care debate.
Mattera probably should have chosen something a little more believable than the claim that the bill "gives money to child molesters." That's just absurd on its face. The most obvious interpretation is that it is to be used for rehabilitation of child molesters. Of course, the merits of such a policy are open to debate, but characterizing it as "money for child molesters," as if there will be a child molester tax break or something is just intentionally misleading.
It's good to see people in my generation that aren't just looking for handouts and are willing to question those in power about the way they are trying to control our lives. Mattera probably should have chosen something a little more believable than the claim that the bill "gives money to child molesters." That's just absurd on its face. The most obvious interpretation is that it is to be used for rehabilitation of child molesters. Of course, the merits of such a policy are open to debate, but characterizing it as "money for child molesters," as if there will be a child molester tax break or something is just intentionally misleading.

Classic anti-health care reform tactics at work here. Fact check before you side w/ or oppose this bill.
What he leaves out is that the bill does not give any money to abusers at all. It funds treatment programs to prevent future incidents of abuse.
They are openly advocating a position wherein criminal deviants would be permitted to maintain their perversions and pose a continuing threat to kids.

1st of all, he does make it clear this is for treatment. The same sorts of treatment that many Catholic Bishops sent priests who molested children to. & we see how well that worked by all the lawsuits that are now being filed against the Church for trusting those programs & the priests then again molested children after getting out. The same group that hasn't been sued for their part in the scandal.

I don't think I've heard anyone on Medicare that is excited about it - other than they get free coverage. There are lots of doctors here that aren't taking any new Medicare/Medicaide patients. I guess they'll still go to the ER but at least the hospital can recoup a little bit of money instead of writing it all off.

The Thomas Library of Congress website has three versions of the bill. Search HR 1962. The one introduced to the House does not include it. The one that was passed by the house and the one scheduled for the senate does.
