The shop owner is adapting.I went in and of course they take dollars .The press hyped it up as only Euros.The sign he told me was to help break the ice with the Europeans.This is typical of the press. Yes & no. They have to accept us tender, but they *can* accept anything they want. Freedom: scary!

Not in the US. Some countries like Japan or Australia have those laws but merchants in the US can accept whichever form of payment they want. Its an agreement between the customer and the merchant. Not all merchants accept credit cards or cheques... Also in Northern US states, the Canadian Dollar is widely accepted as payment even years ago when it was only worth 62-65 cents - in the past six months though the CAD$ has been hovering around parity.

The whole US Currency itself is against the law; it's just that no one enforces the laws. The Federal Government is not supposed to circulate any currency except for gold and silver as the Constitution says. Sad, we don't even obey our own laws :(

How come the dollar surged after the 1st Iraq war?

The main reason for the iraq war was that Iraq started selling their oil in euros in late 2000. Because of this, other countries don't need the dollar, because they can use euros. So when the US challenged this, and invaded iraq and then sold their oil in dollars again, the US dollar goes up. The US dollar is basically backed by oil, as long as oil is sold in US dollars. That's why the US doesn't like it when Iran and Venezuela want to sell their oil in other currencies.
