It depends on the town if they ask for permanent anchoring, we find towns that ask for it and some are ok with it just sitting on top of the ground and using it's weight to keep it from going anywhere.

Question: in Canada, one needs an official plan submitted with a final city approval to build a permanent or fixed garage (by city definition, permanent usually requires a concreted base and footings). Does this sort of thing require a permit and approval? This looks like it's kind of portable and does not require permanent anchoring down.
