if you want the top part to stay on and not fall off, then apply a small amount of aquarium silicone, so that if in the future you want to readjust it, you will be able to, just a drop of aquarium silicone.

I don't need a extremly powerful powerhead. I just need one to break the surface a tad bit. What do you think would help me the best ? I only want a small amount of filtration.

Again, for fitting tubes together that don't match in size, use a thin layer of aquarium silicone and put the two tubes together.
