Usually, Nobodies of the Organization retain all of their memories. However, in the case of Roxas, he could not retain his memory. This was because Sora had been brought back shortly after releasing his heart (kids, don't try that at home), and his memories had been brought back to him. However, Roxas was still complete, and therefore, Sora needed some memories brouht back, which is why Namine put him in a pod, and Roxas had to merge with him, and Xion had to go.

I know its sad and all but what do you think when Sora became a heartless Kairi give him some energy which are some of her body and soul. Since Roxas became one with and if Sora became a heartless again and Roxas will be reborn and had some Kairi within him and use it to made Xion. Also Namine is Kairi's half of nobody and so is Xion and if the combine together their apearnce would be like Aqua. I mean what about Ventus and Roxas?

That and everyone who knew Xion was forced to forget her when she disappeared due to the nature of her existence, Roxas included. Rather than having her resurrected and have a cat fight with Namine, the memories of her might come back in KH Coded. You know the figure in the Org. coat in Coded, it could very well be Xion, in some sort of form to keep it from being obvious.
