With a declining death rate we will not have to reproduce as much to keep our population steady. In thrid world countries parents problably have a difficult time taking care of their children, thus they get little attention, medical care, and education. The less children they have the better their education, therfore a better world.

Honestly, I agree. People are WAY overpopulated. Something needs to happen. That doesn't mean that the next step is genocide-happy visits around the world. People should be limited in children per life time, and in order to qualify to have children you should have to exceed a certain level of intelligence.
