There are anywhere from 4 to 12 chalkboards depending on the size of the room. They stretch all the way across the front of the classroom/lecture hall.
Second: Professors have notes prepared before they come to class. Mine have always been scanned and uploaded to the internet.

Where I come from, we still use old school chalkboards. My high school didn't need any high tech boards. It made us pay more attention to what our instructor was writing.
yeah, so i went and counted, we have 47 in HS, 43 in MS, an 74 in all 3 elementary schools (combined), so....164 smartboards in my district, and more coming
well it can actually be really beneficial in math classes, for instance in my cal 1,2,3 and 1st differential equations used this it was a really nice conveyance.
my school has a ton of these, and all of my teachers that i had last year got one this year, so i missed out. Only my math teacher this year has one, because you have to apply to get one

I don't know what's wrong with your district, but these babies run fine at my school. We have these hooked up to a normal projector and a e6400 Core 2 Duo+ EVGA 8600 GT computer, and they run smoothly. Throw in some Senteo remote controls and you have a fully electronic class. Love my Calc class because of it.
Wow, lucky! In my school, its just the advanced classes (Calculus, AP Stats, AP Physics) that get the SmartBoards, and they aren't even from the district. Teachers have to buy them out of their own pockets!
The way I see it, these babies should be installed in each classroom in America...Or at least in my school ;)
