That's called the Tendril Barrage. It's a move triggered by critical mass which is the excess blue health bar on your screen. You need to purchase the knuckle shockwave upgrade and all its following upgrades to unlock it.

Other moves use critical mass for devestator attacks too like the palm slam and the ground shockwave.
