What I have recommended to YouTube: All video flagging be reviewed by a human before taking action. Automatic suspension of flagging privileges for 1 month for any account doing the flagging. New accounts need to wait one month after creation before they can flag videos. The video playback must be completed before the ratings and flagging buttons even work at all.

YouTube is far too dependant on bots themselves to keep the site functional. The comment handling in the servers is failing as we speak and has been for some time. It's now losing posts even when the commenting limits haven't been reached! And, the nested commenting has worked hit or miss no matter the browser for a long time now.

I fear someone may start on a random video flagging experiment to prove to YouTube it doesn't work. A human needs to review flagged videos, not a bot.
