I think it's not a logical theory on her part blaming the conflicts in Mindanao as the main reason for preventing the nation from attaining food self sufficiency. It should be on the government's neglection and failure for not investing enough on the country's agriculture. The country is still using ancient methods in the production of its agricultural sector, they're not helping the local farmers by investing on modern farming equipments.

Actually the funding is there and irrigation has been built. Feeds project is working for the people who chose to pursue it and not for those who don't. Also Gloria can't micro manage everything, she's busy enough. Some public officials you have elected down the line may have chosen to use that money for whatever reason campaign or what. But the funding is there. People need to do their part and not continually blame Gloria for all the Philippines problem.
