As to the large numbers of penises found throughout Pompeii, there was a lot of phallic worship at that time, particularly in Egypt, which the Romans were fond of mimicking in several ways. Obelisks are associated with phallic worship, it has to do with fertility. So any god that represented fertility would have had a phallus as a symbol. This may explain the prolific display of penises there, they were probably throughout Rome and other Roman cities, as well.
