I dont know if Bishop Long is guilty or not, but I believe they're testing the waters to see how things may play out when they decide to make their move. A large religious leader with a big following and major influence. They're attempting to get him into court then jail by accusing him of something henious.

You notice how quickly the story died down. I think it was a dry run..
