One simple strategy I can think of is protecting the life and property of apostates. People whom in their opinion should not even be alive. A step as simple as that can produce numerous far reaching consequences. Another is empowering the moderates. But it won't be enough. More sophisticated strategies are required as well. I never said it was easy. But simply banning them is an incredibly curde and short sighted way of dealing with the issue. It is like sweeping the dirt under the rug.
