'Louisiana Purchase' is a dysphemism for the provision in the senate bill providing subsidies to any state recovering from a wide-spread disaster.
The misnomer originates in the fact that currently Louisiana would benefit from this relief measure because it falls within the category. Some read into this as a bribe for the vote of the senator from Louisiana.
